Subjective execution of partnership terms

We need to clarify the formation of the project’s scope, as well as capturing the narratives of individuals

The formation of the project’s scope is the preliminary stage and is induced by sectoral public policies, adapted to the reality of the service territory -Law 13.019/2014- and, which elucidate in time and space, deliver how the body should receive the information and needs raised at the various discussion tables. It is important to remember here that the new decree No. 11948 of March 12, 2024 already provides for the parameterization of the variables for serving the target public of the agency’s public policy. In other words, every body must have guidelines and parameters for action and socio-territorial intervention, which – in conjunction with national public policy and the Sustainable Development Goals (SDGs) – determine changes in people’s lives and, conversely, have an impact on the dynamics of coexistence in the territory, generally in a positive way.

Having said that, the scenario drawn presents the elements that make up the intervention framework, as well as the goals, objectives and possible actions aimed atbreaking down the diagram not presented by the evolution previously studied. However, it is also necessary, in order to better filter the events associated with individuals, which narratives are captured, which events are relevant in life, and here we dwell on them a little more.

To sample a button. When a project is being carried out for the target audience of homeless people, the object is often described as “getting the homeless person out of the street”. Come on, the impropriety committed here is to understand that the subject who receives the action does not have their own will, to the point of not expressing their opposition to this will of the State or, worse, failing to consider that legislation also considers them to be a citizen with full rights and enjoyment.

Let’s base our speech on some texts that lead us to this thought

A few months ago, Exc. Minister of the Federal Supreme Court, Alexandre de Morais, ordered, via analysis of an Argument for Failure to Comply with a Fundamental Precept -ADFP 976- that the federal entities State, Municipalities and the Federal District, within 120 days, draw up an action and monitoring plan for the effective implementation of the national policy for the street population. This needs to be highlighted. The Minister not only made it clear that the federal entities were failing in their constitutional commitment, but also determined which variables, both nominal and ordinal, should be captured to measure the effective implementation of the policy, as well as its impact on society. This behavior could be the wedge we need to move towards making public policies effective, as we must move away from mere rhetoric to presenting intervention scenarios that have been achieved and changed positively or negatively. In this case, there is a variable that was not covered in the text: subjectivity.

Subjectivity is the extracorporeal extension of the individual, it is the transformation of speech into realities captured from human behavior, changing according to their needs, we can even think of “multiple I’s.” Liev Tolstoy observed that happy families are more or less the same, but that every unhappy family has its own unhappiness. We use this context to say that each of these individuals is different and cannot be taken into account solely on average when it comes to composing an intervention framework determined by public policy.

What variables and indicators are commonly used in projects?

The common anchor to be used to analyze a territorial intervention, in most cases, is the 2022 Census, although it was designed for this purpose, the granular data is difficult to understand for the average citizen and even for data specialists. Then, at the local level, we have the Household Sample Survey (Pesquisa por Amostras de Domicílio – PDAD), which are data and information surveys carried out with a view to the state carrying out its territorial interventions, generally anticipating which citizens are located in that region or neighborhood. These two instruments are the beacons for the construction of national and local public policies and, due to their size, do not satisfactorily present the subjectivities of individuals in a more intense way. Let’s see what they generally capture:

  1. average age of the population
  2. schooling of the population
  3. race/color/ethnicity
  4. health problems
  5. employment,
  6. unemployment
  7. encouragement/discouragement;
  8. number of dwellings
  9. housing conditions

And so on. Also added to this is a text by a researcher in the field.

How Artificial Intelligence (AI) can contribute to a better understanding of the individuals served by public policies managed by the State.

Understanding how we can work with new technologies is fundamental to changing scenarios and making the individual the subject of action, the subject of change and the actor in their own life. If subjectivity is the extracorporeal extension of the individual and can be expressed through speech, it is only fair that throughout the care and monitoring process, during the interviews, every possible speech is captured and recorded on a platform to form a collaborative text that demonstrates the nuances, changes and consistencies of the interviewed Self at different times. This text presented in addition to the ordinal, nominal and territorial variables, where the intervention is initially applied, can present solutions that are commonly captured in the interviews of the approach in the middle of the street or in the initial consultations, which take place at the counters and are recorded on paper, which often do not form part of the detailed or final report referring the individual to another area of care.

It’s important to revive memories of social public policy commitments that directed efforts towards lowering the average service ticket for the target population. During the pandemic, Brazil brought more than 40 million Brazilians into the banking system in two months, an unprecedented fact worldwide. Let’s see, we have technology, we have knowledge and we have skilled workers, so what’s coming is the coming together of the different sectors to rationalize costs.

Psychological Care for the Homeless

Finally, we can’t look away from technological changes, which can increasingly contribute to appropriating new processes, new constructions of thought and workflows that were previously limited to personal information supports, so that now, in a collaborative way, from the start of the journey, it is an operation made up of intersections and multiple collaborative thoughts with a single purpose. To expose subjectivity in the development of public policies as a valuable premise in their construction.
